Art installation or asbestos clean-up effort?

This SFist commenter says it’s just simple asbestos remediation. But it’s a lot more fun to think of fake BART employees sneaking into the Powell station to create an instant building with no purpose other than to show up on SFist.

Let’s assume that what they are doing here is all well-and-good. There is still something creepy about a sealed, pressurized building plastered with warning signs suddenly appearing in the midst of your daily walk to work.
